Waterproof Tail Bag

Many enjoy huge top cases. I don't.

Kriega makes an updated Overlander tail bag in three sizes. I have the small 6 liter one, though the 12 liter would fit about the same.

With the small I carry an air compressor, tools, cleaner, towel, camera and have room for a bottle of water.

I tie a full size tripod to the side, and carry my rain jacket on the top.

Absolutely waterproof. Durable. Small. Just right for my needs when on long rides.

If I was to carry clothes on multi day rides, I would add the side cases to keep the weight low.

Recently purchased this roll-top tail bag: Oxford T30 Roll Bag
It rides well and easily mounts with ROK straps. Stylish and functional enough to use off the bike, as well. Needed a solution to commute all my stuff to work with optional touring capability. Don't like looks or price of hard top cases.

I used the Wolfman expedition bag for a trip to Portland and back. Spent a day and a half riding in the rain so I can confirm it (unlike the outer pockets in my jacket) is waterproof. I didn't have ROK straps at the time so my only complaint was that the stock straps would loosen a bit over a days riding allowing the bag to shift around. With ROK straps I don't think this would be an issue at all. I'll be using this bag again this year when I ride the bike to Colorado and back.

I've tried a few different tail bags, but in the end, prefer to use the stock side panniers. My bike (bought used) came with a nice rear rack for a top box or whatever. PO commuted and used a GIVI box which did not come with the bike.
But the rack is handy.

On a longer tourer (only done 5 day ride so far) I would use some sort of top bag or box, especially if camping. So far the side panniers have worked out well with room to spare.

I carry water in my Camel Back. It's the MULE model so room for lots of odds and ends in various pouches and zippered pockets. Love it.

This is some sort of Nelson-Rigg tail bag. It's expandable ... holds quite a bit more than shown here. Not water proof but has cover. On sale, very inexpensive, well made.

I use a kriega US10 bag, similar to the one in the OP, they make great stuff, i've also got their R3 and R30 waist pack and rucksack.
